CARE is seeking a qualified, motivated and passionate Technical Advisor to join a dynamic team working together to tackle underlying causes of poverty so that people can become self-sufficient.
The Technical Advisor will lead efforts to develop partnerships with other NGOs, UN agencies and the private sector that are intended to promote shared learning and leveraging of resources and expertise around CARE’s education and adolescent girls’ programs. The Technical Advisor will also be responsible for leading the Basic and Girls’ Education (BGE) unit’s advocacy efforts in the US, in coordination with Country Offices (COs) and other CARE International members. The Education Advisor will provide technical guidance to Country Offices for central grants and the Power Within program, one of CARE’s three signature programs, around advocacy strategies and partnership development. S/he will maintain a visibility strategy for the unit within the development community and coordinate the unit’s representation roles in various fora including conferences and events. The Technical Advisor will support resource development efforts.
This position requires strong knowledge of advocacy and partnership development, as well as development strategies to promote educational quality and girls’ empowerment.

Primary Responsibilities
* Lead unit policy efforts: Serve as the BGE unit lead in the development and implementation of a strategy for addressing key education and adolescent girls’ policy issues.
* Technical Assistance and Capacity Building: Support country offices in conducting analysis and developing a policy and advocacy strategy that is linked to international efforts. Provide technical guidance around the program approach and application of unit program frameworks.
* Representation and Profiling: Work with other members of the unit to develop relationships with other NGOs. This includes serving as the lead on partnerships with some organizations, and playing a lead role in developing a partnership development strategy.
* Resource Mobilization: This includes writing proposals, speaking with donors and providing technical review of proposals, particularly as they relate to advocacy.
* BGE unit membership: Participate in Basic and Girls’ Education Unit retreats, Program Quality and Impact meetings, working groups and task forces both in the Basic and Girls’ Education Unit and in the organization, and regular unit and sub-team meetings.
* Perform other duties as assigned

Required Skills
* Master’s degree in education, international development, or social sciences
* Five to seven years of previous professional experience in a similar position or an equivalent combination of work, study, and volunteer experience that has included responsibility for activities or outcomes other than academic assignments. The experience should include development and implementation of policy agendas, calling on experts as required, and research and editing/communications activities.
* Skills in overseeing and implementing policy and advocacy work. Excellent data organizational and writing skills including analysis and synthesis; impact analysis and research skills; Ability to function in complex, changing environments, and to work with diverse groups as well as independently. Attention to detail. Strong workshop facilitation and design skills..

Desired Skills
* Five to seven years of professional experience in a similar position within CARE or another international development organization, addressing issues related to poverty, impact, and policy and advocacy.
* Field experience in analyzing and addressing policy issues; experience conducting quantitative and qualitative participatory evaluations.
* Ability to speak a second language, particularly Spanish or French.
